15 dead in European flooding, thousands evacuated

REVIEW 1WC'sChannel 2013: PRAGUE (AP) - At least 15 people have died and four others are missing in the floods that have ravaged central Europe, authorities said Wednesday as swollen rivers surged downstream toward Germany.

Firefighters said more than 19,000 people were evacuated from the flooding in the Czech Republic. One raging flood that inundated parts of Prague was now heading north toward Germany, particularly the city of Dresden.

The dead included eight people in the Czech Republic, four in Germany, two in Austria and one in Slovakia. At least four other people were missing in the Czech Republic, according to its interior minister.

Authorities are now concerned about the safety of chemical plants next to the overflowing rivers. Some plants have been shut down and their chemicals removed. More than 3,000 people had to leave their homes in the Czech city of Usti nad Labem on the Elbe River near the German border, where floodwaters were still on the rise Wednesday.

High water had already submerged parts of the city as well many other towns along the Elbe, the biggest river in the country. "It's not over yet," Czech Prime Minister Petr Necas said. "There're tough moments still ahead of us."

He pledged more than 5 billion koruna ($250 million) for clean-up work. Czech public television said a barrier that protects one major chemical plant in Lovosice was leaking Wednesday. Necas was scheduled to visit the plant later in the day.

Downstream, hundreds of people were being evacuated in the German city of Dresden, where the Elbe was expected to crest Wednesday evening. Early in the day it was running about 7 meters (21 feet) over normal levels in the eastern city.

In the eastern German city of Halle, the downtown area was already flooded. Elsewhere in the affected regions, soldiers and residents were reinforcing soaked levees with sand bags to keep them from breaking.

The water was slowly receding in the hard-hit Bavarian city of Passau, leaving behind vast amounts of debris. Flooding earlier this week in Passau was the worst in 500 years. In the Czech capital of Prague, the level of the swollen Vltava river was dropping and authorities surveyed the damage.

While most parts of the city, including its historical landmarks, were well protected by high metal barriers, Prague's Zoo was particularly badly hit for a second time in 11 years. The lower side of the park was submerged and animals there had to be evacuated.

The zoo estimated the damage at $8 million but insisted it would reopen the higher parts of the complex shortly. "The flood will not break us," the zoo said in a statement.

Moscow Metro fire prompts mass evacuation, traffic jams

The Moscow Metro had to shut down one of its lines twice on Wednesday, following a morning rush hour fire that resulted in the evacuation of thousands of commuters and caused a partial mass transit jam.

The line was briefly closed after midday less than an hour after resuming service in test mode when smoke was again reported in the tunnel. The smoke came from the same site affected by this morning’s fire; it is suspected that a newly repaired electric cable was damaged by a short just after power was restored.

At least 59 people were injured in the incident Wednesday morning at the Okhotny Ryad station, medical officials reported. Fifteen of them, including a 15-year-old girl, were taken to hospital. Those admitted had suffered from smoke inhalation and stress-related ailments like neurosis and high blood pressure. Three patients are in intensive therapy, but their lives are not in danger.

Some 4,500 people have been evacuated from the Metro, said Viktor Biryukov, a spokesperson for the capital’s emergencies service. Some trains were stopped inside a tunnel when the flames erupted. All stranded passengers and Metro employees have been rescued, and the evacuation ended about an hour after the incident started.

The fire broke out at approximately 9:04am Moscow time (05:04 GMT), and firefighters managed to quickly douse the blaze. The facilities affected by smoke are being ventilated.

The cause of the fire is yet to be determined, but a preliminary investigation indicates a technical failure in a power line inside a tunnel, the spokesperson said.

Moscow’s Investigative Committee said it will conduct an inquiry into possible violations of safety regulations on the Metro.

The fire seriously disrupted transportation in Moscow during morning rush hour. Several nearby stations had to close and urge passengers to leave and seek an alternate means to get to their destination.

Authorities have blocked ground traffic at one of the streets near Okhotny Ryad station to allow ambulances and fire brigades to arrive.

Tens of thousands of morning commuters were late for work due to the incident.

City authorities have deployed 40 extra buses and trolleys to compensate for the increased load on the public transit system.

With crowds of stranded commuters trying to get to their destinations, many were angry to find that Moscow’s taxi drivers had suddenly hiked their prices. A 13km trip from one of the closed stations cost one Twitter user 2,500 rubles (about $80), he said.

Metro operations resumed shortly after midday, about three hours after the incident.

Report: 25 detained in Turkey for inciting protest

ANKARA, Turkey (AP) - Turkey's state-run news agency says police have detained 25 people for "spreading untrue information" on social media and provoking protests.

The Anadolu Agency says Wednesday the people were detained in the city of Izmir for allegedly "inciting the people to enmity and hate." It said police were still looking for 13 others. Tens of thousands of Turks have joined anti-government protests expressing discontent with Prime Minister Recep Tayyip Erdogan's 10-year rule.

Turkey's main broadcast media have been criticized for shunning the coverage of police brutality at the protest onset on Friday. Many people turned to social media to keep up to date with the developments.

Erdogan, who has dismissed the protests as demonstrations organized by an extremist fringe, has referred to the social media as "the worst menace to society."
