Constitutional Chaos: Egypt high court invalidates upper house of parliament



Mahkamah Perlembagaan Agung Mesir telah memutuskan bahawa undang-undang pilihan raya rumah atas negara atau Majlis Syura adalah tidak sah.

Majlis Islam yang didominasi bertanggungjawab kerana mencipta kontroversi perlembagaan negara baru pada awal tahun ini yang diluluskan oleh referendum keluar mengundi yang rendah. Ia adalah tidak jelas bagaimana pemerintah kesan perlembagaan kerana ia telah diluluskan melalui undi popular.

Menurut pemerintah rumah atas akan dibubarkan selepas parlimen baru telah mengundi walaupun tarikh yang telah ditetapkan untuk pilihan raya ke rumah yang lebih rendah. Presiden Islam Mohamed Morsi telah berkata mereka boleh diadakan seawal Oktober.

Egypt's Supreme Constitutional Court has ruled that the laws governing the election of the country's upper house or Shura Council are illegal.

The Islamist-dominated council was responsible for penning the country's controversial new constitution earlier this year which passed by referendum after a low voter turnout. It is unclear how the ruling effects the constitution because it was passed by popular vote.

According to the ruling the upper house will be dissolved after a new parliament has been voted in although a date has to be set for elections to the lower house. Islamist President Mohamed Morsi has said they could be held as early as October.
